Question asked in the House of Commons, March 23, 1910.

Sir William Bull,-To ask the Secretary of State for Foreign Affairs whether he has received any information concerning the reported agreement between Russia and Japan regarding Manchuria and Mongolia; and whether His Majesty's Govern- ment will define the right of those two Powers to interfere in the railway developments China wishes to make in those regions, by the agreements she has signed with American and British groups.

Answer.

The answer to the first part of the question is in the negative. The honourable zember bas already been informed that it is not for His Majesty's Government to admit, deny, or define the rights and interests of other Powers in the matter, and I must remind him of the agreement already referred to in previous answers.
